Downloading and re-install problems

I have been trying to download I.C.M. Internet Call Manager (InstallICM.EXE) to my pc, but to no avail, I keep getting this onscreen message when entering password; "Couldn't connect to account server(Client: AccountServer Session.cc 202-Could not open socket" Here is the download link:http://aliant.internetcallmanager.com/Download/download/InstallICM.EXE. Any advice?

Please close this post. ISP has advised me that there is a problem with the program and that it is not unique to myself.
