OK. for the sync error, may get IE going but needs reinstall or upgrade.
Start in Sefe Mode, Go RUN, type in, control.exe inetcpl.cpl,,,3 > click OK.
Go, top menu, > content, > In feeds and web slices section click on settings
in the Feed Settings dialogue box, uncheck the "Automatically check feeds for updates" check box > click Apply,
OK, Close.
Restart the computer..

ok I will do that now going back to safemode.

I typed and retyped and double checked what you wanted me to input in the run like it doesn't bring up anything in safemode at all.

I was trying to get to IE without launching it, as it crashes. Need to get tot he Tools menu, then Internet Options.
Edit.
May have needed Safe Mode with Networking.

Thats where I'm in safemode with networking when I tried that command in run

In safe mode,
Go, > Setting, > Control Panel, . Internet Options,
That should bring up the Internet Properties window.

In content all I have is enable content advisor, clear SSL slate, certificates and publishers. Also autocomplete and my profile.

It should be just under Auto Complete, so if missing, that's what causing a problem. Try, top menu, Advanced Setting. then bottom of screen, Reset, Apply, Restart IE.

That didn't change anything still IE doesn't pull up any webpage. I don't normally use IE but the reason I checked it 1st was windows updates. But other browsers do work.

Well I have run out of ideas for fixing IE, we can attempt a reinstall/update to IE8, or rshaffer61's route, A format and clean install??

Well almost feel like its better to try fresh install even though I still find its odd that my computer worked fine after I stopped user chrome and it only came back after using chrome.

Are you able to download any programs using normal/safe mode with IE or Chrome?

Yes I can in chrome because I can navigate where in IE can't navigate. I did download whocrash out of the bottom of your signature to double check.

OK, in that case we will try one more repaire.
Go to this site, on the right side, (Direct) Click second window down, (OE-8 select your OS)
Save to the Desktop.
Close all Browsers.
Install IE-8 from the desktop.
Restart the computer.
Any Better?
