Hi,

The file is needed by programs created using Microsoft Visual Studio C++ 2010, to fix that error and probably more missing files download and install Microsoft Visual C++ 2010 SP1 Redistributable package directly from Microsoft.

My recommendation is to never download dll's files from those sites offering all missing files...
