XP wont turn off hardware on shutdown

Just installed XP home and after all drivers etc installed went shut down system. Windows closes and stops with display " It is now safe to turn off your computer".
I have had this once before on another computer but solved it by doing a repair on windows. This time that does not work. I think it is a flag somewhere but I'm not sure where to find it.
