Ubuntu 8.10 cannot upgrade, update or switch to windows

I have a dell laptop with Ubuntu 8.10 as the OS; the boot screen says I can pick from Ubuntu or windows, but when I choose windows I get to the welcome screen which says, "click on user" but there is no "user" to click on. I downloaded the newest version of Ubuntu, but the wubi.exe file won't work, I get an error message about the autorun not found or something... I even tried to install windows 98 ( it's the only installation disc, I have) and get an error message on that too. Does any one know how I can get the windows to load or at least get Ubuntu NOT to load and get to an MS/dos command line? I can kind of figure my way around from there, but all I can get to is a grub line... and I'm not even hungry ( BAD JOKE, but what the hey ) oh I think the windows OS is XP professional, but I'm not sure.
