Download Windows Repair (All in One) from here

Install the program then run it. (Be patient as it should take some time to finish)

NOTE 1. In Windows Vista, 7 and 8 right click on the program, click "Run As Administrator".
NOTE 2. Disable your antivirus program before running Windows Repair.

Go to Step 2 and allow it to run CheckDisk by clicking on Do It button:

Once that is done then go to Step 3 and allow it to run System File Check by clicking on Do It button:

Go to Step 4 and under "System Restore" click on Create button:

Go to Start Repairs tab and click Start button.

Leave all checkmarks as they're.
NOTE for Windows 8 users. Reset Registry Permissions is NOT checked by design.

Click on Start button.

Post Windows Repair log (_windows_repair_log.txt) which is located in the following folder:
64-bit systems - C:\Program Files (x86)\Tweaking.com\Windows Repair (All in One)\Logs
32-bit systems - C:\Program Files\Tweaking.com\Windows Repair (All in One)\Logs

Run System Restore From Safe Mode

If you get any problems while running System Restore, or System Restore did not complete successfully, try running System Restore in Safe Mode. To run Windows in Safe Mode, restart your computer and press F8 (if you have Windows installed only). If you have a dual-boot configuration, select Windows and press F8 before the Windows logo appears.

When you’re on the desktop in Windows Safe Mode, type ‘System’ in the Start search box and press Enter when System Restore is highlighted. You should be able to run System Restore at this point. If System Restore works in Safe Mode, then perhaps your antivirus program or a corrupted file is preventing it from starting. You may need to adjust your antivirus program (like turn off Norton’s Tamper Protection feature) or perform scans before attempting to run System Restore again.

The system restore in safe mode just tells me that there are no restore points like it does in normal start up. I just get the ''Shadow Copy timed out, try this operation again''. 0x81000101 error when I try to create a system restore point.

All services are in place, so thare must be something blocking these actions. There is a program however, Sandboxing, that I am not familiar with. Is there a way to temporarily stop this program? As I understand, System Restore cannot be ran in Sandbox. I also suggest you temporarily remove AVG and attempt to create a System Restore without any security protection. During that time, do not browse the Internet.

What type of security is installled in your computer, if any?

Lets attempt to create a Restore point with the least of programs running in the background. Boot to Safe Mode Command prompt. (Tap on F8 until the Advanced menu and select Safe Mode Command Prompt). At the prompt type the following and press Enter:

rstrui.exe

To return to Windows type Exit and press Enter.

Let me know the outcome.

There is no security installed on my computer and opening system restore in safe mode with command prompt gives me the same message. It still tells me that here are no system restore points.

On System Restore (rstrui.exe) there should be a link to the System Protection Utility.

I would like to check the registry for the Volume Shadow service.

At a command prompt type (or copy and paste) the following commands and press Enter:

Reg query HKLM\SYSTEM\CurrentControlSet\Services\VSS /s >"%Userprofile%/desktop/VVSReport.txt"
Dir C:\Windows\vssvc.exe /s >>"%Userprofile%/desktop/VVSReport.txt"

This should create a VSSReport on your desktop. Please post its contents in a reply.
