windows xp start up goes to black screen

My mom says she clicked something that said to debug. Screen went to black and the only thing that is on screen is a white arrow. I have tried to restart several differnet ways with no success. Cannot get into safe mode. When I try again screen goes black and arrow appears in middle. Also tried to restore last good start up with no success as well as attempts to restore defaults with same result. any thoughts?
