I'm doing a new computer build but I would like to 1)use my old ide hdd with Win XP installed on it. 2) use my new sat hdd and install Win 7 Pro on that. I would like to choose between Win XP and Win 7 when I start my computer. I would also like to (if possible) keep all existing programs, files, etc. retained on my old ide hdd with Win XP, or will I have to reformat it? Just to let you know I have an ide to sat converter and an external hdd as well.

I have not done what you are asking but I did recall seeing something along the lines on the Windows 7 forums look further down the page there (3.).
I would imagine that both OSs will need to be activated by MS in order to receive updates and keep the set up legit, this will be problematic if one or both of your OSs are the OEM type and the product keys already used on another computer/MB.
