System restore icon seems useless

I've run my recovery CDs and used 5 DVDs to back up files. I've run the 5 DVDs after recovery and they downloaded and created a shortcut on my desk top. Clicking on it does not start a restore of my files and it even says there are no files to restore. It took a long time to download those files and I could even see the progression of my files being downloaded during the process. How do I get those files to reload. It's got my iTunes program, etc.
