How to boot off a USB drive?

I have a Inspiron 11 3000. I made a system restore USB drive, but I try to boot off it, the computer ignores it.
I went into BIOS to make the USB the first bootable device, but apparently they have changed things alot since I last did that.
Now there are a lot of options I don't recognize, but nothing at all about bootable devices.

So, how do I boot off a USB drive?

When the laptop is off insert your USB drive.

Turn on laptop

Start pressing F12 until you see the Boot Menu screen appears

In the Boot Menu screen select USB Storage Device and press enter


If you want to change it in the BIOS menu do this

Press F2 to enter Bios Menu

Settings->General->Boot Sequence->"USB Storage Device", then up arrow, [Apply]--[Exit]
