RunDLL Error

on startup, internet explorer opens without being clicked on.
After that, a box comes up saying "RunDLL Error loading DOCEOC16BI. THE SPECIFIED MODULE CANNOT BE FOUND".

anybody have any ideas on how i can get rid of it ?

we have norton antivirus & microsoft anti-spyware.
all scans are current.
anyone have any clue on what to do?
