I can't download a driver for my video card.

I actually did that every time before I tried to install the driver again.. So I don't think it is going to work. I can still try again doe.

And maybe doya think it will work to install it in safe mode if I'm not at minimal? (msconfig, boot, safe mode) When I got the error when I tried, I was on minimal----> http://gyazo.com/16e...927fee81e075793

I doubt it will work in Safe Mode if you're not minimal. Minimal means that you have the minimum required for Windows to run enabled which means nothing should conflict with a driver installation there, so imagine if you added features in that mode.

Now in Speccy, can you click on "Graphics" (left menu) and take a picture ?

Also, can you go back in the Device Manager, right click on your AMD Radeon HD 7700 Series and select "Properties". From there, click on the "Details" tab and in the drop down list, select "Hardware ID" (Identification). Take a screenshot of that Window and post it here please. After that, I'll make you try another solution that seems to work for people that can't install the AMD drivers v12.1X.

Alright so your graphic card is really a Radeon HD 7700 Series, I just wanted to confirm it in case that Windows was mistaken by an outdated drivers.

Now can you make sure that these two folders do not exist ? If so, please delete them (delete the whole AMD folder) :

C:/AMD/support/14-4-win7-win8-win8.1-64-dd-ccc-whql
C:/AMD/support/14-4-win7-win8-win8.1-32-dd-ccc-whql

Alright you can still delete the folder as we want to remove everything from AMD on your system right now in order to do a clean reinstall of the drivers.
