my Sony Vaio can not boot and I can't also install new windows. the feedback I get is STOP: C000021a ( Fatal system error)
The initial session process or system process terminated unexpectedly with a status of 0x00000001 (0xc0000001 0x001003b8). The system has been shut down.

Can you boot into the safe mode? Use the up-down errors and select "Last Known Good Configuration"

It always helps to post your operating system and make and model of your PC.

Also things that you have tried to fix your issue!
