Did you mean the HOTKEYS you assigned on those desktop shortcuts? The CTRL+ALT+[any characters]? Or the Windows button+[designated letters]? Or the quick navigations without the use of mouse, just pure CTRL,ALT,ENTER,SPACE,TAB,Arrow Keys?

Check the registry User Key [HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\
Explorer]
and System Key [HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\
Explorer],
find the entry with the name NoWinKeys and set the Data Value to 0 (zero).
