windows 2000 sp4 user32.dll error

Hello, seeking some advice on the following:

:tazz: When I start up the computer it attempts to boot windows 2000 sp4 after windows screen displays message error in file user32.dll then shuts back down. After many reboots and shutdowns it gets to this error then power cycles the entire system again. I can get into safe mode with out a problem and use any software and files that I have. Can anyone offer me some advice. If i were to start in safe is there a way to fix this error, would reformatting the hd work (if so does that mean I loose all my files and software), or is it worse as the technician told me the error i am getting means that the harddrive or motherboard has gone bad?


Anyone please guide me.

You can get user32.dll here if you have safe mode with networking
