When I press the ' button the control panel opens up.
When I press the ; button it mutes or un-mutes the volume
When I press the [ button it lowers the volume
I am not pressing Ctrl , Fn, or Alt or any other buttons when this happens. The keyboard is set to english. All drivers and updates are correct. Can anyone help me fix this?

Same problem after a reboot?
If so, same problem when running in Safe mode?
If so, it sounds like you may need a replacement keyboard, like this one on eBay for $19.99.
Here's a video showing how to do the replacement. (It's easy).
