cisco wifi problem

Windows 8.1, bought a new Cisco wifi  When connecting from Time Warner modem to wifi via cat 5 cable and then to my computer via another cat 5 cable my speeds are around 16 megs down and 5 megs up. If I go from the Time Warner modem directly to my computer, my speeds are almost 50 megs down and 5 megs up. What am I doing wrong?
