Hi Ding Dong,
Windows Vista, 7 and 8 setup log files are located in different locations on the hard disk. The Panther directory is one of them.
C:\Windows\Panther directory is used during the installation of Windows. << Check it here.
If you performed an upgrade installation of Windows the Panther folder can become larger.
I would not mess with it, check size if curious.

dingdong,
By default blue, there systems files and folders. Are you using a certain program to see it this way ?
Ask because you are in Windows 8 thread, i do not see it this way on mine. Could be because there compressed.
Did you upgrade to Windows 8 ?

Question is why it is compressed and since research does say it is a system file used during installation of windows or upgrade, in windows directory. Somehow windows compressed this folder or something else did.
None of mine are blue in any folder or file. Like said, leave it alone unless concerned about space and folder is growing in size, also mentioned.
