It is likely to prevent further problems from happening, as well as not conflicting with our troubleshooting, hence why I strongly suggest you to uninstall AVG. You can keep Malwarebytes, since it's an Antimalware and is meant to be run alongside an Antivirus so there's no problem on that side.

Sorry for the delayed response - I don't have access to the laptop while at the office.

 

The clean boot seems to have suppressed the error messages about Intel Rapid Start Technology, but the other problems persist (Windows Explorer, IE, Windows Update, etc. not working.)  Also started getting a message saying that the copy of Windows is not genuine and wondering if I should contact Dell about that.  It's the copy that was pre-installed on the computer when purchased.  Oddly, the "About Windows" feature on the Tools tab of the System Configuration window shows it to be a genuine product licensed to us.

 

I just found that we have an extended phone support service agreement with Dell, something I wasn't aware of.  Maybe that should be my next step?

I would give Dell a call, and I would also ask them if you can get a Recovery DVD from them for free, if covered by the warranty. Because if you can, it could be used to do a repair install of Windows.
