Not sure why that previous suggestion was made.  If you have multiple pc's with the same issue, then it maybe a router issue?

I'm having this problem too. I tried your guide but it didnt work for me. Although , I think i have a router problem, so I wouldnt completely rule out your suggestion to other users.

Last solution was not right. Try this:

  1. Exit Steam through right clicking the taskbar icon --> Exit Steam
  2. Make a backup of your Steam installation folder.
  3. Navigate to your Steam installation folder, and delete all but the "Steam.exe" file, and the "userdata", and "steamapps" folder.
  4. Update your antivirus (sometimes it can block Steam upon reinstall)
  5. Re-run Steam.exe, and it will display the usual screen for updating.
  6. Once it has been successfully updated, re-input your login information.
  7. It should now be working. If this fails, contact Steam Support.
