Please uninstall the following programs.
  • Adobe Flash Player 16 ActiveX;
  • Adobe Flash Player 16 NAPAPI;
  • Adobe Shockwave Player 12.0;
  • AVG Web TuneUp;
Your AVG Antivirus is 2 years behind. We are currently on AVG 2015. I suggest you to uninstall it, download the latest version from AVG website and reinstall it.

Download and install the following NVIDIA drivers.

Once installed, restart your computer and refresh your Windows Experience Index once again. Let me know if Aero is enabled after or if you can switch to an Aero theme.

I still get the same result on the win experience. Aero is still disabled.

Off topic Q: Do I need the NVIDIA GeForce experience? I dont play games on this PC.

You don't need it. I usually use NVIDIA GeForce to update my drivers automatically. Alright. Go back in msconfig, and re-enable everything under the Services and Startup tabs. From there, restart your computer and check if you have the Aero option in Performances, and a Aero theme under Personalize.

Did it. Still nothing. It starts to be a little redicilous...

OK got some news. 

I opened CMD as administrator and ran: net start themes. 

It activated Aero immediatly but deactivates every time after a restart. 

 

Any thoughts?
