Download and install the following NVIDIA drivers.

Once installed, restart your computer and refresh your Windows Experience Index once again. Let me know if Aero is enabled after or if you can switch to an Aero theme.

I still get the same result on the win experience. Aero is still disabled.

Off topic Q: Do I need the NVIDIA GeForce experience? I dont play games on this PC.

You don't need it. I usually use NVIDIA GeForce to update my drivers automatically. Alright. Go back in msconfig, and re-enable everything under the Services and Startup tabs. From there, restart your computer and check if you have the Aero option in Performances, and a Aero theme under Personalize.

Did it. Still nothing. It starts to be a little redicilous...

OK got some news. 

I opened CMD as administrator and ran: net start themes. 

It activated Aero immediatly but deactivates every time after a restart. 

 

Any thoughts?

Press on Win Key + R and enter services.msc then press on Enter. The services management console will open. In it, look for the Themes service, right-click on it and select Properties. Change it's start-up type to Automatic, click on Apply then restart your computer. Did it work?
