You mention " possibly some video/photo editing." would this be on a professional level and can you tell us which software you will be using, the answer to these two questions will determine if an i7 CPU and 16GB of Ram should be prerequisite to your build.

Yeah, YouTube / twitch type editing not really sure what programs I'll need as I'm new to the idea of streaming and video editing. But I was pretty much assuming the i7 was pretty much inevitable along with atleast 16GB of ram if I'm reading things correctly these two things are the most important for the multitasking/editing aspect. I've kinda always used photoshop for photo editing but I'd have to figure out what's best for video editing and such.

The i7 4770 CPU will do what you ask of it and so I saw no reason to suggest that you pay any more than you need to, if however you do not mind spending circa $50 more for a faster processor the i7 4790K would be my suggested alternative, benchmarks here

For those that qualify (most users) Windows 10 is a free upgrade for the first twelve months from release date for those running Windows 7/8 and 8.1, the benefits to be gained from waiting for Windows 10 to be released are 1: You will have a fresh/clean install of the OS. 2: You will not have to install the numerous updates for any earlier OS, the only downside is that you will have to wait until around the 29th of July 2015 before you can purchase a Windows 10 disk.
