How to create tabbed panels in HTML

I want to create tabbed panels in a webpage through HTML. I've copied and pasted example codes but they won't work. Judging from what I've read, creating tabbed panels requires the use of CSS. I'm not familiar with CSS and judging from past experience, CSS codes are part of HTML code, so I don't understand what I'm supposed to do. It also seems that I have to "link" something to a ".css" file (never heard of anything like that before), which, of course, doesn't pre-exist in the computer. Again, I don't really understand what I'm missing. I'm a practical learner, and only learned anything from trying to reverse-engineer codes, so I'm unfamiliar with an issue like this. Thanks for any help!
