Have you installed Apache through an msi or zip file? If through an msi, there is no httpd.conf. You have to get the zip version for both Apache and PHP.

Are you doing this on Windows or Linux??
If you are doing it on Windows I believe as long as your php.ini file resides in the Windows path you will be set (thats at least a huge chunk of the issue).
If it is under Linux you have to be sure that you install PHP first, BUT you must also gunzip the Apache source files where they will reside and point to that directory duriing the PHP install. You must also, while configuring Apache, make sure that you enable and activate the php4 modules (you can do a LAMP search and find out how to do that).
