With an LG620 smartphone with Android 4.2.2 ... what determines whether the text keyboard is portrait or landscape? How can I FORCE the keyboard to be landscape ? Thanks.

It is the setting, You must have kept the rotation mode on that is the reason why you are experiencing this. If you uncheck the rotation box , your keyboard will be in potrait mode.

Is it possible to FORCE the display to ALWAYS be in landscape mode? (The keyboard in landscape is easier for me to use than in portrait.)

Yes it is possible to keep that keyboard in landscape mode , if you turn off the rotate screen option.
