USB 2.0 not recognized

I bought an external USB hard drive - USB2.0

It was not recognized as a 2.0 on my machine, it was on another so I definitelly know it is a 2.0.

I already had XP SP2 installed, but I still went ahead and installed the 2.0 drivers - no help.

Just recently I did a clean install of XP and SP2 hoping it will help....but no.
When I first plug in the drive it says USB 2.0 detected, but then it goes on to say "This device is plugged into a non-high speed usb port....etc...etc..."

Under hardware devices it tells me that I have an enhanced USB, so I definitelly know I have 2.0 on my motherboard.

Any ideas?

I have a P4B533-E motherboard.....does anyone know if it has a 2.0 enable jumper?
