Three possible reasons that you are receiving such a message, 1: Windows has become damaged/corrupted. 2: The hard drive has failed. 3: The boot sequence has somehow become changed in the BIOS.

 

The first two things that I suggest that you check are 1: That the HDD is detected in the BIOS. 2: That if detected in the BIOS the HDD is the first boot device.

 

To access the BIOS see the suggested steps here

 

Unfortunately you cannot test the HDD using Toshiba diagnostic tools unless you can boot into Windows, see here we can provide an alternative means of testing if need be.
