GTX 970 gpu stats fluctuates

I'm not sure why is my GPU doing this I've been searching around and it says it's hot but my temp is just staying at 41..

This is while running some games for some time and having 10 - 0 FPS
 
GTX 970, i5 4590, CX 600M powersupply, i have 5 fans, 1hdd, 1 ssd
 
I hope anyone can help so I know what I need to buy, fix or replace.... thank you guys
