Ports made confused!

I run windows 7 64 bit...

I am trying to run a simulator, but I always get the message that the port (8000 or any other I choose) is occupied...

I use tcpview to see what is happening...

Port 8000 is being used by the system (PID 4)...

When I choose any other free port, I see the same message..

 

Also in tcpview there is Port and Remote port...WHat is the difference?

I attach the file from tcpview..

 

My application's name is "gui_e30.exe"
