Windows logon & loading screens looped

HP15 AMD WiN8 upgraded to win10
When turning on laptop, screen goes to loading screen with circling dots then gets stuck in a loop from the password logon back to loading screen repeatedly. Unable to get into bios or even safe mode using F8 at this time.
The mouse does work! You can pull up menus and click on things if fast enough but the loop continues regardless. For instance, was able to pull up onscreen keyboard and use it while loop continued in the background.
I have a video to show but unable to attach so will upload it on my YouTube for viewing if necessary.
Finding solutions online so far has been unsuccessful. Please advise?
