Does w8.1 include an app that allows one to edit photos for effects (changing contrast, focus, etc.)? How do I get to it? Or do I have to download that kind of app from the internet?

No it does not have any application like that, it is only in windows 10 that you can use the photo viewer to add effects to photos.

But you can download an application like phototastic collage from the windows store
