Dell Latitude E6430 with no operating system- got a used computer from work and they took the operating system off.  I bought Windows 7 Home Premium from Amazon.com and tryed to install it and it's not responding to the disc.  the screen on the computer is the Windows Boot Manager and says it failed to start.  to fix the problem: insert your windows installation disc and restart your computer., 2. choose your language settings, and then click next, 3. click "repair your computer"

 

But it's simply not responding.  Did I buy the right operating system? is there anything I can do?

You need to tell it to read the DVD before the hard drive.  Normal boot order goes straight to the hard drive.  I think on a Dell you hit F12 when you see the Dell logo and it should allow you to change the boot order.  Either that or F2.

Try to change the primary boot on boot menu. Make your dvd drive to boot first.
