Isn't Web development just a user interface design issue?

No, UX is user experience, or the front-end of a website the users interact with. Web development is mostly what the users don't see, but is essential to create the UX.

There are many layers to Web design, and the UI (User Interface) is just what the user sees that interfaces to what's going on behind the scenes.
There are often a number of technologies involved as well for example (loosely going from front-end to back-end):
HTML (Hyper Text Markup Language) - The language that renders a website in your browser
CSS (Cascading Style Sheet) - Stylesheet information, tells the browser how to lay the data out
Java - Being used less and less these days thanks in part to HTML5, but some websites might use a little Java program to enhance the user experience
JavaScript - Not to be confused with Java as the two technologies are totally different, but this is a scripting language built into the browser itself and a website might use scripts to enhance the user experience
PHP (PHP: Hypertext Preprocessor) - A server-side scripting language that makes dynamic websites possible, for example this one. Other server-side languages are available.
SQL (Structured Query Language) - The language used to query and update databases, all the data (such as our posts) go into the database
So no .... it's far more than just a "user interface design issue" although the user interface (UI for short) is an important part, and a lot of planning will go into that aspect alone to provide a good workflow (ever noticed how easy it is to buy from Amazon and eBay? That's because the design was well thought through, all the way from the user interface to the back-end database).
