We have to fix the missing packages first.

Run the following as root/sudo:

apt-get update && apt-get --fix-missing

This will update the apt-get cache and will attempt to install missing/broken packages.

I would then suggest an apt-get upgrade && apt-get dist-upgrade to update all packages on your system. GIMP may install after that.
