I had no problems with it this morning.  Sometimes it just takes longer.  Sometimes it gets hung and you have to reboot and try again.

You can try:

System Update Readiness Tool for Windows 7

This link is for 64 bit:

Once that runs then get

KB3083710 and KB3102810 if you don't already have them.

Then try Windows Update again and see if you have better luck.

This readiness tool seems to be hung up on looking for updates on the computer.

It may take several hours to complete.

I ran the System Update Readiness Tool for Windows 7 and the scan finally came up with an update for KB947821 which it installed.  KB 3083710I and KB3102810 were already installed.  Went ahead and did the windows updates also.  Then rebooted and ran windows update again installing IE 10 which it took.  Another reboot.  I then tried updating to IE 11 but it failed again.  I seem to be inching closer as we go.

Does it fail to download or fail to install?  Could be if the latter that it is trying to use the same bad download.

Copy the next line:

net stop bits & Del "%ALLUSERSPROFILE%\Application Data\Microsoft\Network\Downloader\qmgr*.dat" & net start bits

Start, All Programs, Accessories, right click on Command Prompt and Run as Administrator.  Right click and Paste or Edit then Paste and the copied line should appear.
Hit Enter

Then try it again.

When I ran the command prompt it came up both times with a message that says; ProgramData\Application is not recognized as an internal or external command.  operable program or batch file.

OK.  Let's try:

try
Windows Repair all in one

Download it and save it then run it.

You can skip to step 4 or 5 where it gives you the same picture as in the above link.

Make sure all of these are checked before hitting Start:

Reset Registry Permissions
Reset File Permissions
Register System Files
Repair WMI

Repair Windows Updates

Reboot when done then try your Win 11 again.

Are you getting an error number in your Windows Update history?

See if downloading a new copy of IE from Microoft directly works any better.

Can you run new VEW logs?  Perhaps there is a clue there.

After a fail to install during windows update there was a Code 9C59.  I'll run VEW logs.
