My other HD died so I installed another with win 7. I noticed it was all of a sudden on my system with it not letting me do updates and installing a run command icon. Runs sluggish at best and eats a lot of resources. Like it's taken over my computer. Any direction would be greatly appreciated.

The svchost.exe process hosts Windows services the svchost.exe located at C:\Windows\System32 directory if the svchost.exe located any other directory then Windows is infected with malware infection. Is there a error messages that you can let us view?

I ran Malware and it found nothing. I saw an error message once but forgot to write it down. Upon start up today I now have the run command at the start but windows update is like it was yesterday. This HD hasn't been updated since 2014. I stopped the process of svchost and how do I get it started again?

What do you mean you stop svchost process how did you do that?
Scan your computer for malware infection with MalwareBytes, Eset Online Scanner and HitmanPro.
I want you to use two of my batch scripts one of the batch script will set all Windows services to there default startup state. Use my batch script to reset Windows Update components to repair common errors with Windows Update.

Restart your computer and those services you have ended will start again.

I ran both of your files and now windows update say it cannot currently check for updates as the service is not running.

Svchost is currently running. I noticed that I have an application STK02N 2.3 that I'm unable to uninstall.

You can use Revo Uninstaller to force uninstall the STK02N 2.3 program.

I did a reinstall of windows and tried to do a windows update but it came up with this error code 8007000E.

Did you say you have done clean reinstall Windows and after doing clean reinstall you can't update Windows?

Is the Windows Setup DVD or installation files legit did you purchase Windows Setup DVD or downloaded Windows ISO image?
