WiFi Question: Trying To Dump Comcast

Hello

I am currently out of work. I live in a small town in Western Washington and Comcast is my ONLY option for high speed internet @ $75 a month (with equipment rental). Hence, I am looking for a Home Device that will pick up a  free wireless connection at the Library a mile away, and then use that wireless signal connect to the internet with my laptop and Roku. Do anyone know of any device that will accomplish this?
