KBC is a keyboard controller error. Does it boot okay with an external keyboard attached? If so, you'll need to update your BIOS. It seems that for most people resetting the BIOS to default, or updating it resolves this problem.

If not, try disconnecting all external devices (printer, network card, etc.) and try again.

From the Toshiba support site: http://www.csd.toshiba.com/

"
Unable to boot the computer due to a EC/KBC error

Use of any software made available for download from this system
constitutes your acceptance of the Export Control Terms and the terms
in the Toshiba end-user license agreement both of which you can view
before downloading any such software.

Issue

Unable to boot the computer due to a EC/KBC error

Procedure

Remove all attached hardware.

Detach printer cable(s), mice, external keyboards, etc.

Reset the BIOS to defaults:

Turn the computer off
Hold down the ESC key in the upper left hand corner of the keyboard
Turn the computer back on
Press the F1 key when prompted
Press the HOME key on the right hand side of the keyboard
Press the END key on the right hand side of the keyboard
Press Y to answer Yes for saving and exiting the BIOS setup
