Pendrives are not getting detected on my laptop

Pendrives don't get detected whenever I plugin them. 
They get detected in two ways.
1] When I connect them before turning the system on
2] If I connect them during system on state I have to restart the system and then only it gets detected.
I hope you are getting what I mean.
Same happens with my earphones. To connect them I have to first switch off my laptop then connect it and restart then only it gets functioning.
How can I solve this issue. Is it software glitch or hardware problem.

Uninstall the drivers for the USB flash drives and restart your computer. You can restart your drivers from Device Manager open it by typing Devmgmt.msc into Start Menu search box and from Device Manager expand Portable Devices.
