Turning on UAC seems to have fixed the luafv service error.  It doesn't look like this one worked:

 

services.msc

hit Enter

This will bring up the services window.  Scroll down to 

Windows Driver Foundation - User-mode Driver Framework

and right click and select Properties.  Change the Startup Type: from Manual to Automatic.

 

 

Probably because I forgot to tell you to hit OK after making the change.  

 

 

The other errors appear the same and we've picked up a new one.  Are you logged in now as the new user?

Does formatting my hdd fully and installing windows help this.. Cause i am gonna downgrade my os windows 10 1607 to 1511

It's possible but unlikely.  I expect the issue is your failing hard drive so a big change like that may be the last straw.

I thin Windows 10 1607 Is the problem cause i need disable some services for reducing cpu,memory and disk usages..but windows 10 1511 is good 

 

so after the  new hdd installation which one should i use win 10 1607 or 1511

I would stay with 1607 since it's newer but if you want to try the 1511 I would do it first.

Defragmented All Drives
Changed Turn Hard Disk After 20 min to Never In Power Options
Changed PageFile Size To 12288MB(First It Was Automatically Manage Pagefiling Size)
Changed Power To High Performance (Could This BE a Problem I Toggled tHis Soon I Installed OS )

I would ask you to take your pc to a computer shop and ask the person to put some paste on the processor that will help a lot and after that your computer gonna run very fine.

Yes it fixed the problem for me cortana sucks up a huge amount of resources also windows notifications and windows update set on default can cause problems with online gaming and it kills your ping if it is set to share updates with people on the internet.
One of the largest stuttering problems seems to be with the superfetch service it is best you disable the service and you will notice that there is no more stuttering.kizi
