H170 chipset is OK for a budget , same technology as Z170 chipset but main differences, H170 Chipset don’t support overclocking, DDR4 RAM speed supported is 2133Mhz, one PCI-E 3.0 x16 slot only. So H170 chipset based boards are for gamers looking for single card non overclocking solution.
What CPU and GPU are you considering.
For the past 3/4 years I have recommended Intel builds, not because I am a Fanboy, purely on features and performance of both the MBs and CPUs.
Things have dramatically change since the AMD Ryzen CPUs/MBs. It is early days yet for definitive results, but I would hold off on deciding your build for a month. Wait for prices to settle a bit, you never know, Intel may even cut the prices. It looks to me that an AMD budget build would be up there with a high end Intel build.
