starting windows 2000 with service pack 4

i am at my wits end. i have ran a motherboard scan, replaced the harddrive and used a fresh image, installed a new power supply, changed the c-mos battery, unplugged nearly every peripheal except the hard drive, and i still get stuck on a blank blue screen that then pops up a box that says" network connects incorrect, contact administrator" i am not even plugged into the network. could this be a memory problem, a bios problem, can anyone help? :tazz:
