Use built-in webcam in dead all-in-one PC?

I have a Dell Inspiron 23 all-in-one desktop PC. It has a built-in webcam. The PC is currently broken, and I am using the Dell as a monitor connected to my new PC by HDMI. I am just wondering if there is a way for me to tap into that built-in webcam even though the Dell is broken? Is there a way I can access it through my current PC? I'm already thinking there is no way unless the Dell is working, right?

That is correct, the Dell webcam is connected to the motherboard inside of the Dells base unit.

 

USB webcams that clip onto the screen are relatively inexpensive, example here equivalent of around $25
