Your "specification" "attachment" is missing.
When looking for a local website developer you should use the business directory. It is full of experts in the field and native language.
I hope you've found what you needed/ But in general theeasiest way to find a developer - to seatch the web. There are lots of web developers! As an example here is a laravel development company with a proven expertise in web development.
