I have recently signed up to Broadband at 25mps but to date have only been able get 2mps for anything I try to download.
How can I be sure the provider has provided me with that speed on my computer, is there a testing device.

If you are not getting the speeds you are paying for, then first of all check your settings on your computer and that you have installed your modem/router/switch/gateway correctly and in accordance with the recommended procedures.
If you find that all is in order and that multiple speed tests each show significant differences from that you expected then its time to contact your ISP ( Internet Service Provider) and ask them to investigate and carry out line checks and the like.
