Camera not found (Windows 10)

I havent tried to use my laptops built in camera for over a year and when I tried to open it for a college interview I got an error message that said the camera could not be found. I checked to make sure it was turned on, I checked my antivirus settings, and lastly I completely wiped the hard drive and reinstalled Windows ten, however, I get the same error message. I cant even find it listed under Devices for some reason and uninstalling the application is not an option anywhere. What can I do to fix this?
