Trouble installing Spice.exe circuit design s/ware.

Hello, I am currently having problems getting a download of Spice XV11x86 electronic circuit design software, to run on my Vista system, (apparently, it is supposed to run on Vista!), when trying to run it I just get the message:

Run-Get Procedure entry point CloseTouchInputHandle could not be located in dynamic link library user32.dll, Spice Simulator with Schematic capture has stopped working.

I'm sure I had this working some time ago but this time it is just not having it!.

Any help would be appreciated.
