The new file is good.  Following Fixlist should replace the bad files with the good one.

Fixlog  says Access Denied

 

When you changed the owner did it stick?  Did you change Admin to have Full Control?

When I first took possession of them, they appeared fine. For whatever reason the one must have reverted back. I rechecked all three of them a few minutes ago and 2 were fine but 1 was not. I reset it 2 more times and rebooted before it appears to have finally taken.

Can you run the Search Files again?  I think the error happens when you try to print something or perhaps try to add a printer.  We don't see it now.

Still have this one update sitting out there unable to update. I tried it again but it failed. I also ran the Windows Update Troubleshooter again and then tried the update again with no luck.

2018-12 Cumulative Update for Windows 10 Version 1803 for x64-based Systems (KB4483234) - Error 0x80070015

 

Same thing with my Microsoft Store, it still reads Error on everything.

Go back into OOSU10.exe (right click and Run as Admin) make sure only the entries with Yes in the right hand column (Recommended) are green in the first column

Double check the ones in the following screenshot:

Reboot if you make any changes.

Let's also run VEW again and see if it shows any errors after you tried the updates.

I rechecked OOSU10 and this time 3 telemetry entries no longer said YES next to them so I unchecked those but everything else was OK.

Trusted Installer should have Full Control. The rest just have Read & Execute and Read checked.

Yes and Yes. They are already set to full control and Trusted Installed is already set as well.
