Older versions of Windows had HELP indexes with thousnds of topic in alphabetical order. I expect W10 has this too. How do I acess that W10 HELP facility?

The Get Help App that's a part of Windows 10 is what I believe you're looking for.
If you enter help in the Cortana/Windows Search box, or hit the Windows Key and immediately type help, the Get Help App should be returned as the top search result. It functions as a virtual assistant rather than a classic presentation like you describe.
