Epson 1160 Printer Question

I am having a problem with my printer...Each time the printer is on, all three lights on he front keep blinking...It has nothing to do with the print cartridges or the lack of paper...I unplugged the printer from the power cord and disconnetced the printer from the computer...Waited 10 Minutes and just plugged in the power and the lights start blinking again. Once the lights start blinking, I cannot turn the printer off...

Any suggestions will help...
